More funding for rehabilitation of inmates
Bermuda's Corrections Department received additional funding for rehabilitatng prisoners in Friday's Budget.
Home Affairs Minister Randy Horton said Government was concerned its correctional facilities are running full.
"Our facilities are filled with principally young black males who feel disaffected, who, in many respects, have opted out, who feel they are not really a part of the community where so many others experience success."
He said the allocation of just over $600,000 for the training of Correctional Officers and some $1.8 million for the various rehabilitative and educational programmes for inmates was vital to the success of the Department of Corrections and to the advancement of the Government's Social Agenda.
He said inmate participation in educational, psychological and vocational programmes will provide the opportunity to improve behaviour and reduce re-offending.
More than $1 million has been allocated for the Transitional Living Centre (TLC) which helps offenders make a successful transition from incarceration to productive community life.
"Excellent gains have been obtained in the area of debt reduction and savings, which greatly increases the chances for discharged residents to make a successful long-term transition to responsible, productive citizenship.
"Recognising the benefits for extending programme support beyond discharge, the TLC has also maintained vital aftercare contact with discharged residents and their families.
"The TLC has achieved some very impressive outcomes, with more than three quarters of those who have passed through the programme successfully transitioning to the community without relapsing into criminal activity.
"All residents have attained employment through the TLC's job development efforts and partnerships have been forged with key employers."
