Traffic flows better when lights are out

Dear Sir,
It has been years since I have seen traffic at the junction of South Road and Collector’s Hill flowing so smoothly.
Since the traffic lights were not operating, maybe it is time to consider two-phase rather than three-phase traffic control there?
