EB Properties Ltd., affiliated with the hotel, has applied to develop 39 condominium units at Fritholme Gardens, adjacent to the hotel.
Mr. John Jefferis, managing director of Elbow Beach Hotel and Development Company, was not available for comment yesterday.
The hotel was sold by British football pools magnate and stores owner Sir John Moores and his family last year to members of the Saudi royal family for about $80 million.
The hotel was closed during the winter while it was renovated and only reopened in May.
