The new TCD testing procedure
New testing procedure:
1. Make an appointment at BECL. Call 236-4232 or go online, www.eTCD.gov.bm.
2. Upon arrival, follow the directions and electronic signs to the test lane.
3. At the entrance, a BECL inspector will take over your vehicle.
4. Walk behind the safety barrier as instructed by the inspector where you will be able to observe the test. Note: motorcyclists will remain with their bikes.
The test will include a full safety inspection as well as an exhaust emissions test. Computerised equipment will be used to test headlights, brakes and exhaust emissions.
For bikes, instruments will also test for noise levels, and, for four-strokes, the horsepower. Precision instruments will be used to test window tint and tire tread depth.
5. A printout of the results will be given to you at the conclusion of the test.
If your vehicle/bike has failed, the reasons will be listed.
The system automatically notifies TCD of the results.
What happens if your vehicle or bike fails:
The computerisation of the emissions test ensures that all results are consistent, repeatable and completely recordable.
If your vehicle fails the exhaust emissions test, you will receive a list of 'Certified Emissions Repair Facility' repair shops that you may take your vehicle to for repair, at your discretion.
After being repaired, your vehicle/bike can be returned for a retest as normal practice.
Older Vehicles:
The Government is introducing a 'waiver' system for older vehicles. The cut-off age or vehicle year will vary based on different engine types. This information is to be announced soon.
Bermuda Exhaust Emissions Standard:
The Government, with the assistance of BECL, will determine a numerical exhaust emissions standard for all vehicles/bikes on Island.
To do this, the results of the emissions test will be collected for the first six to nine months of the programme. This data will be analysed and used to determine the new standard for future years.
Therefore no vehicle/bike will fail in the first year of testing, i.e. from April 2009 to March 2010.
Test facility locations:
Central: 11 North Street, Hamilton (TCD building)
Monday to Friday, 8 a.m. to 4.30 p.m. (first 12 cars with no appointment at 7 a.m.)
East End: 5 Waller Point Road, Southside Industrial Park, St. David's
From April 16, Thursdays and Fridays, 9 a.m. to 4 p.m. (closed for lunch 1 p.m. to 2 p.m.)
West End: Sea Express Lane, Rockaway, Southampton
From April 13, Mondays and Tuesdays, 9 a.m. to 4 p.m. (closed for lunch 1 p.m. to 2 p.m.)
