Some of the highlights of the Budget:

* Pensions - a 4.5 rise from August

* Buses - Running every 15 minutes from 6 a.m. to midnight on major runs, plus 25 new buses including five for neighbourhood runs. A new ferry but no rise in bus and ferry fares.

* Cruise ships - a new terminal for large vessels in Dockyard by 2009.

* Payroll Tax - still 13.5 percent but on the first $350,000 rather than $235,000 of annual earnings.

* Company fees - up by five percent.

* Tourism - duty breaks for tour boat operators while hotels get an extra two months of payroll tax breaks.

* War vets - pensions are doubled, justice for black war heroes.
