Fisher clocked two minutes, 14 seconds to beat Tina Colbrooke of Britain, who crossed the finish line in 2.16.
Fisher's gold medal performance was made even more remarkable because of high winds at the University of Buffalo track.
Yesterday she also received her silver medal which she won in the 400 metres hurdles on Sunday, setting a new Bermuda record of one minute, 3.55 seconds.
Sid Howard, a frequent competitor at local road races, won the silver medal yesterday in the men's 800 metres with a time of two minutes, 13.50 seconds.
