Ms Smith is part of a class of political new names making the list including UK Prime Minister Tony Blair's press secretary Alastair Campbell, UK Treasury Minister Dawn Primarolo, and German Greens Party leader Joschka Fischer.
The criteria for inclusion are the person's international significance, expertise in a particular field, or importance in a particular country.

Earlier this month, the Education Ministry announced that acting principal at East End Primary, Stanfield Smith, will be taking over in September the post which Mr. Butler held at Northlands Primary prior to last year's General Election.
The Ministry is therefore looking for a principal for East End Primary and prefer to offer the post to someone already in the Government school system.
The principal post, which carries an annual salary of $78,166, was advertised in the Official Gazette yesterday.
Applicants must have at least a Master's Degree, a minimum of five years local teaching experience, and some experience in educational administration.
SENTENCING POSTOPONED CTS Sentencing postponed A Hamilton Parish woman who admitted stealing $91,000 has had her sentencing date postponed.
Cheyanne Marie Tucker, of Claytown, pleaded guilty in the Supreme Court in June to two counts of stealing.
There were a total of 24 counts on the charge sheet. But the Crown, represented by Sandra Bacchus, asked last week that the other counts be left on the file.
Tucker, 31, pleaded guilty on the first count to stealing $24,500 from Vera and Magnus Pitcher, and on the sixth count to stealing $66,500 from the same complainants.
Her case is to be mentioned again on August 2 because a social inquiry report from Probation Services was not ready.
Tucker was represented by lawyer Juan Wolffe who was holding for Philip Perinchief.
FERRY USE DECLINES TRA Ferry use declines Fewer passengers used the Island's ferry service in May.
According to statistics released by Government Information Services, 56,048 people rode ferries this May compared to 59,716 for the same period last year.
The Paget/Warwick ferry showed the sharpest decline, down 27 percent.
A Marine and Ports spokesman explained that this was due to the closure of the Belmont Hotel and the overall decrease in visitor air arrivals.
The ferry, which travels from the east to the west end during the summer, also saw fewer passengers. It was down by 3.6 percent compared to last summer.
But passengers riding the Somerset ferry increased by nine percent.
SOUTHSIDE GATE CLOSED MIL Southside gate closed An entrance to Southside on St. David's Road will be closed to traffic until mid July while the Bermuda Land Development Company build a new roundabout.
Gate Three, opposite Emily's Bay Lane, will be shut until at least July 14 while Southside Road is set to open in early August.
Cars can still enter Southside and get to the Clearwater Beach Nature Area through Gate Four, opposite Clearwater Middle School.
