A foreword by Premier Jennifer Smith said: "The biggest challenge for this new Government is a tourism industry in decline.

"In our platform and in the Throne Speech, we pledged to implement a new National Tourism Plan shaped by longstanding PLP policies on tourism and guided by findings of the Monitor Group.

"In the first 100 days, the Ministry of Tourism has moved quickly to deliver on these promises. We have begun.'' Elsewhere in the document, Government underlines its commitment to Bermudianising the top ranks of the Police force.

The report said that two senior officers -- newly-promoted Superintendents Jonathan Smith and George Jackson -- had been selected for the Senior Command Course at the English Police staff training college at Bramshill, near London.

The two left for the course at the weekend.

And it was also revealed a whistle-blowing hotline to report work permit violations will be up and running this month.

A $40,000 wad of cash has also been allocated to establish a remedial scheme to boost the academic standards of otherwise suitable recruits for the force.

And plans to turn the Bermuda Regiment into an amphibious Royal Marine-style unit will be discussed by Cabinet this month.

The document said: "That report has been discussed in Governor's Council and a memorandum will be presented to Cabinet during April.'' Government also revealed that the tanker Green Island -- which limped into Bermuda earlier this year with a massive hole in its side -- had provided an unexpected boost for Government coffers.

The report said that the total take on the stay, which lasted several weeks, netted Government a whopping $1.25 million.

And at the airport, Lloyd Telford Jr. has been selected to take over the upgraded top Immigration job this month.

Mr. Telford will become Assistant Chief Immigration Officer (Airport) -- a step up from the current Officer-in-Charge rank.

The 100 days report added that he had been selected after "top candidates were given a battery of tests'' to see who was most suitable.

But -- on the basis that a week is a long time in politics -- the document contains some information already overtaken by events.

The tourism section said: "Further progress has been made to ensure that facilities at the Marriott Castle Harbour are further enhanced as we move toward the new millenium.'' Hotel bosses announced last week that the loss-making hotel would close in November.
