RA reacts to KeyTech complaint

The telecoms Regulatory Authority has reacted to KeyTech’s complaint and decision to take legal advice over the RA’s plan to review what it termed “cross-ownership” by the company.RA CEO Philip Micallef said there was a consultation in progress and it was not proper for the RA to comment at this stage.However, he said: “In section 6 of the consultation on page 92 the RA raised some concerns on this cross-ownership matter and now it is up to KeyTech and its companies, other carriers and the general public to give their opinion.“The closing date for responses is 19th June.“Once the responses are received, they will be analysed and if a decision needs to be taken on this issue it will be taken.”Mr Micallef added: “The prime functions of the RA as stipulated in the Regulatory Authority Act are:Ÿ To promote competitionŸ To promote the interests of the residents and consumers of Bermuda.“And that is why this subject was brought up in the latest consultation launched by the RA. “Last week KeyTech said in a statement it was “surprised and concerned” that the RA plans to launch a review of what it termed “cross-ownership” by the company.CEO Lloyd Fray said KeyTech was not the only telecoms group with multiple carrier subsidiaries.And he noted the substantial investments made by its subsidiaries totalling more than $100 million in Bermuda telecoms infrastructure.The RA, in announcing the review, had noted that KeyTech’s holdings now include 100-percent control of one of Bermuda’s largest fixed wireline providers, BTC, as well as board control of Bermuda CableVision, the largest cable TV network, a significant shareholding of one of the two mobile networks, BDC (CellOne), and full control of the two largest ISPs, Logic and North Rock. In addition KeyTech has 100-percent control of an international cable providing service between Bermuda and other jurisdictions.
