Former Premier Dr Ewart Brown should answer questions about the handling of the controversial TCD project, which took place under his watch as Transport Minister, the Bermuda Democratic Alliance said yesterday.The project built a new Transport Control Department building with an emissions testing facility as well as two satellite facilities.A report released last year by the Auditor General stated there was a $10 million overspend on the TCD project, ministerial interference from the outset and a “lack of accountability and a general disregard for established policies and procedures in the use of public funds”.As was reported in The Royal Gazette earlier this week the Public Accounts Committee is investigating the Auditor General’s report.The Committee spoke with the Accountant General who claimed she was pressured by Department of Transport officials to approve a sole tender contract over the controversial TCD construction project.The Committee also previously heard from former Transport Permanent Secretary Marc Telemaque, who said he accepted criticism of the process that was used and accepted the finding that no independent information as to the costs of the project was sought.He denied that he ignored Financial Instructions, which are the official Civil Service rules on public spending, and a Cabinet directive to put a contract for the construction of two satellite facilities out for tender. He did say the process he used “was not the process which ultimately found favour”.Yesterday, Michael Fahy, the BDA’s spokesman for Finance, said questions remain about the project. He said: “Based on what the Auditor General said, it appears that the financial rules have been breached.“We have heard in the report that there was ministerial interference. I think there is absolutely more to this, we have to query now if the PAC is the proper venue for this to be investigated.”Mr Fahy added he believed the Minister responsible for Transport at the time, former Premier Dr Brown, should be asked about the TCD project, commenting: “I find it difficult to conceive this all happened without the Minister knowing anything about it.”He said questions remained about the contract given to Bermuda Emissions Control Ltd. Earlier this week the head of TCD claimed the department could run the programme for a $1 million less than Government is paying BECL at a Committee meeting.“Why was a contract given to a private company when the head of TCD says they could do it for less,” Mr Fahy asked. “These are the questions that need to be asked.”It is understood that the PAC does not have the power to require Ministers to go before the committee.
