official spokesman for Bermuda's insurance industry.

His brief as director of information at the Bermuda Insurance Institute (BII) is to improve the flow of information about international insurance to the public.

The appointment took effect on January 1, 1994. Mr. Scotton will be responsible for setting up and operating an information service reaching the industry's international and domestic audiences.

He will prepare press releases and organise press conferences and briefings for politicians and businesses.

He will also continue to write the Bermuda Insurance Update newsletter, which he produced for the past two years. The newsletter is published by the marketing arm of the Insurance Advisory Committee (IAC), a statutory body functioning under the Insurance Act.

Mr. Scotton said he gained a close, insider's view of the industry while preparing the newsletter, and recognised a clear need for greater dissemination of information.

"The information was not being communicated, not because it was confidential, but because it was no-one's job to make sure that information reached the public, media and politicians,'' said Mr. Scotton.

"It was left to individual companies to make announcements. That has worked but the industry is more complex now,'' he said.

"The industry is not always user-friendly,'' said Mr. Scotton. "The jargon can be mystifying.'' He will report through Mr. Glen Gibbons, BII president, to Mr. Bill Loschert, head of the IAC's marketing committee.

Mr. Gibbons said the new post is funded in part by the IAC and in part by the local insurance industry.

The aim is for the post to become self-funding, said Mr. Gibbons.

"Roger will be a local contract for the industry, and suggest to brokers and consultants, who call for information about the Bermuda market, who the players are. He will have no bias about introductions he provides,'' said Mr.

Gibbons.

Mr. Scotton has worked in Bermuda for the past 14 years. He has reported on insurance industry affairs for local and international media including Business Insurance, the Financial Times, Lloyds's List, Associated Press and The Royal Gazette .
