New post for Horton
Permanent Secretary.
Governor Thorold Masefield yesterday approved the recommendation of the Public Service Commission that Assistant Cabinet Secretary Robert Horton replace John Drinkwater, who was recently appointed Cabinet Secretary.
Born in Somerset, Mr. Horton attended West End Primary School and the Berkeley Institute. He received his first degree, in education, from the College of St.
Mark and St. John in London.
When he returned to Bermuda in 1970, he also returned to his former school, Berkeley, as an English teacher. He served as head of the English department and as deputy principal before he returned to university to earn a bachelor's degree in English from the University of Toronto and a master's degree in educational administration from Queen's University in Kingston, Ontario.
In 1987, he joined the staff of the Education Ministry as a special assistant to the Permanent Secretary. He developed the Bermuda Teacher Induction Programme. In 1990, Mr. Horton was appointed to oversee the reforms being made to Bermuda's education system and served as Senior Education officer for finance administration and personnel.
