SPCA inspector Mr. Louis Ray told The Royal Gazette he had been observing a horse for the last month which had been slowly "deteriorating'', despite the fact he had warned its owner.

He said he "removed'' the emaciated bay pony yesterday by warrant with the aid of SPCA assistant inspector Mr. Tracey Bean and Government Veterinarian Dr. Neil Burnie.

"The horse weighs 340 pounds but should weigh closer to 550,'' said Mr. Ray.
