Robert McRonald, 25, of Smith's Parish, has been bailed to appear at Magistrates' Court next Tuesday.
He was arrested on suspicion of impaired driving after Peter Grey of Fort Lee, New Jersey, was hit by a cycle while crossing Front Street around 10 p.m. on Sunday, September 15.
Mr. Grey, who was visiting the Island with wife Diane, was taken to the King Edward Hospital, where he was found to have a broken pelvis.
He was admitted to the King Edward for treatment and was later released to return to America.
