The Bermuda Government has taken a courageous step by forging ahead through legislation, the prospect of gaming in Bermuda. It is important to note that the allowance of casino gambling is in no way a panacea for our current economic and social ills but more a helpful addition in what needs to be the overall transformation of Bermuda as a premier destination. Benefits would accrue to Bermuda for generations to come if we are to retake our place as a premier destination of choice.

Bermuda as a destination must be rebranded in a way that gives Bermudian residents pride and visitors a curiosity and fascination as to what the City of Hamilton has to offer, which is what has taken place in so many other destinations.

How can we achieve this lofty aim? The development of the Hamilton waterfront has to be at the forefront of the campaign to make us a destination of choice thereby reversing our fortunes. With a government in fiscal crisis and overall Island revenues on a downward spiral, how does Bermuda pay for the development of the Hamilton waterfront?

A public/private sector partnership involving the Bermuda Government and the Corporation of Hamilton together with investors supported by a casino, would allow for the major capital injection that it will take to develop the Hamilton waterfront and put Bermuda back on the map and put many Bermudians back to work. Let us make no mistake, without the appropriate conditions, no private investor will help us make the drastic changes we need in order to return us to the forefront of places to work, live and visit.

A dedicated casino as the pivotal component of the redevelopment of the Hamilton waterfront would allow for something that all people — Bermudians, residents and visitors alike can enjoy. An area would be created for walking, shopping, dining, communing and relaxing and, most importantly, jobs for Bermudians. In order to make this dream a reality, private sector involvement in the form of a casino that will help with the financing of the project is essential. You cannot have one without the other.

Historically, in many jurisdictions, a temporary casino has been placed in an alternative location while the permanent casino is being built. We should, therefore, consider a location in the City of Hamilton for the temporary casino.

Once again, Government should be commended for taking action that will allow for the smooth passage of gaming in Bermuda. Governments are elected to lead and make the tough decisions for the betterment of all. The development of the Hamilton waterfront is one such project that will provide for the betterment of all, providing that the right conditions allow it to happen.
