Town Mayor the Wor. Henry Hayward dropped by at about 7.15, expecting to find the meeting, which was advertised in The Royal Gazette , already in progress.

Instead, he found the Town Hall closed and three curious adults outside -- one of them a Gazette reporter.

Mr. Hayward did not know the whereabouts of planner Mr. Stanley G. Kennedy, who was to be in charge of the meeting. Mr. Kennedy could not be reached last night.

Two previous meetings for the general public to gather input for the heritage plan were well attended, and a third was planned later this month, Mr. Hayward said.

"This is the first one that's flopped.'' Town Secretary Mr. Larry Jacobs, who was not expected to attend the meeting, said last night another youth meeting could be scheduled.

"I suspect we'll sit down and say: `How can we get the young people out?''' he said.

The last public meeting on the town plan was told there was not enough for youth to do in St. George's at night.
