BPSU boss praises appointment of Binns

Bermuda Public Service Union president Kevin Grant praised the appointment of Derrick Binns as the new Cabinet Secretary, calling on him to champion civil service and civil servants.

Dr Binns, who previously held the post of Permanent Secretary for the Ministry of Environment and Planning, was sworn in as the new Cabinet Secretary on Monday. He succeeds former Civil Service head Donald Scott, who retired late last month.

Mr Grant said Dr Binns has worked in numerous Government ministries as Permanent Secretary, giving him a wide range of knowledge and experience to tap in to.

“I have always felt that the mandate of permanent secretaries is to garner as much skills and experience in as many different government departments and ministries as possible,” he said. “The unfortunate thing is that some permanent secretaries may get attached to ministries because of a personal passion (which can be normal). Quite often they are favoured by department heads and even Ministers because of the skills and experience that they possess.”

While he said the Civil Service is currently facing many challenges, he added: “It is my opinion that it may be an opportune time for him to take on the challenge of being the champion for the Civil Service and more importantly the civil servants.

“Understanding his remit as Secretary to Cabinet there is a balance that he must facilitate that will allow the government of the day and the Civil Service to function respectfully and in accordance with the conditions of employment and code of conduct. He must be the conduit and referee to ensure that good governance and transparency is held in high regard between stakeholders.

“I have had the opportunity to have conversations with Dr Binns as he was the Permanent Secretary responsible for the planning department. He is one to at least find time to listen so that he can make informed decisions. As a civil servant and colleague I wish him all the best in his new post.”
