3. Ensure that an experienced forensic pathologist is brought into Bermuda within the first few hours of a major crime involving fatalities.

4. Introduce a Victims Bill of Rights to safeguard the treatment of victims and their families during the investigation and prosecution of cases.

5. Instill into all prosecutors and detectives that every action they take during the investigation and prosecution of cases could be upsetting to victims and their relatives.

6. Ensure that all Police liaison officers and people sending correspondence to victims have some continuity to ensure wires are not crossed and the victims are put at ease.

7. The findings and recommendations of The Commission of Inquiry into Serious Crimes be made public and acted upon at the earliest opportunity.
