"For those who decide to mark the occasion, Hallowe'en should be a time of harmless fun and fancy, especially for children,'' said a Police spokesman.
"Parents should monitor the activities of their children, and young trick or treaters should be accompanied by an adult at all times.'' Adults who are attending costume parties are urged not to wear facial masks in public.
