His appointment is from November 15, 1994, to November 14, 1996, and he replaces Professor Ronald W. Haughton.

The change-over was made by Labour and Home Affairs Minister the Hon. Irving Pearman.

Yesterday Mr. Pearman applauded Prof. Haughton on his two-year stint as chairman.

"I think he did an excellent job for us in very difficult times and on very difficult issues,'' he said.

"This is quite a normal change. The Haughton period is complete.'' Mr. Pearman said Mr. Zack, like Prof. Haughton, came from a legal background and had worked as an arbitrator in Bermuda before.

Last year, Mr. Zack was appointed by Mr. Pearman to sit on the Trade Disputes Tribunal when it considered the Grotto Bay Hotel row.

Mr. Zack has been a consultant to many governments and organisations, including the United Nations, the International Labour Office, the US Department of Labour and the American Arbitration Association's Centre for Dispute Settlement.

The Harvard University graduate has also been on the panel of the American Arbitration Association, the Federal Mediation and Conciliation service and the Massachusetts Board of Conciliation and Arbitration.

He was honoured by the American Arbitration Association in 1980 and 1989 for distinguished work in labour relations.

Prof. Haunton's chairmanship of the board came during turbulent labour relations in the hotel industry.

In particular, the Hotel Employers of Bermuda and the Bermuda Industrial Union were locked in a disputes over tips increases for workers.

Prof. Haughton and the EIDSB looked into the dispute, but the award was interpreted differently by hoteliers and union officials.

Mr. Pearman said the controversy over the award was unconnected with Mr.

Zack's appointment.
