SUBSTANCE ABUSE IN BERMUDA

1990 * Almost 1000 people were arrested for drug offences in 1990 * Cocaine seizures in 1990 were the highest in Bermuda's history * Crimes of violence have increased by over 100% in the past 10 years compared with the previous 10 years, with many attributed to substance abuse * Approximately 1/3 of all prisoners at Casemates are serving prison terms for drug offences. Many more have committed crimes as a direct result of drug abuse * There is clear evidence that heroin use is on the increase in Bermuda with more heroin seizures and more people seeking rehabilitation treatment * Over 50% of all AIDS deaths in Bermuda are attributed to I.V. drug use * Cocaine was the drug of choice for most people seeking drug rehabilitation treatment in the past 5 years (Addiction Services have dealt with almost 500 cocaine related cases during this period) * It is estimated that over $20 million worth of cocaine was brought into Bermuda in 1990 alone * One kilo of cocaine bought on the streets of New York for $20,000 - $30,000 can be sold in Bermuda for between $250,000 and $1 million depending on its purity * During the past five years there has been an increase of over 1,000% in cocaine seizures in Bermuda compared with the previous 5 years * The three major methods of bringing drugs into Bermuda are: 1. Drug couriers (local and foreign) arriving by air 2. Crew members arriving on visiting cruise ships 3. Drugs hidden inside arriving freight * Anyone illegally supplying US dollars to persons traveling abroad is more than likely to be supporting the drug trade * It is estimated that almost $40 million worth of marijuana was brought into Bermuda in 1990 * The average age of drug abusers receiving treatment in Bermuda is 27 * Drug use by secondary students in Bermuda's schools is relatively small and is believed to be on the decline * Almost 50% of Bermuda's students say that it would be relatively easy to obtain illegal drugs * Although the percentage of Bermuda's student population who say they have used drugs remains small, almost half of those who report having used drugs say they did so by the age of 12 * There is an increase in reported alcohol use by students in Bermuda's schools * Since the alco-analyser was first introduced in 1984, almost 3,500 drivers have been arrested for impaired driving, averaging approximately 500 each year * The number of accidents and the number of fatal accidents has fallen since the alco-analyser was introduced in 1984 * The alco-analyser provides quick and accurate tests for drivers suspected of drinking alcohol. There is no such test for anyone suspected of driving while under the influence of illegal drugs.
