Insp. Peter Duffy, prosecuting, told Magistrates' Court Police saw Burgess lying on the ground next to a parked vehicle at around 12.20 a.m. on May 5.
When roused, he told Police he had come to visit his granny at the nearby King Edward VII Memorial Hospital.
"He smelt strongly of alcohol, and was arrested. He has a long history of this type of offence,'' said Insp. Duffy.
Burgess told Senior Magistrate the Wor. Will Francis he had come to terms with his problem.
He now admitted to himself he was an alcoholic, and was attending Alcoholics Anonymous meetings.
