Works and Engineering staff had to return to the 600-foot stretch of road at Shelly Bay, after the asphalt they laid started to bubble up and rut shortly after it was put down.
The tarmac was first laid late last month and shortly afterwards a crew went back to replace the road.
Principal Highways Engineer Ian MacLeod said the load of asphalt, from the Government's own depot, was bad but had to be laid in order to re-open the road to traffic.
He said they returned with a new consignment as soon as the weather allowed.
