Winds of change

of Government yesterday. It seems clear to us that the people who were moved about and those five brought into Cabinet are less significant than what the changes are designed to tell Bermuda. This is a new Government structure aimed throughout at helping people and designed to fulfil the expectations of Bermudians.

As we predicted yesterday, this is a young, talented and energetic Cabinet which tells Bermuda that the Premier intends to put her own stamp on Government and to institute her philosophy of bringing the Government to all the people.

That is nowhere more evident than in the new Ministry of Development and Opportunity. As we see it, this ministry is designed to give Mr. and Mrs.

Bermuda a Cabinet Minister to look after them. It is significant that the Minister is Jerome Dill who has proved himself at Education. He is young, bright and energetic and the Premier doubtless feels he can be effective as "the people's minister''. His portfolio includes such areas as small business development, new business opportunities for Bermudians, human rights, race relations, consumer affairs and training.

We see the new ministry as a very bright idea given the fact that some Bermudians feel left out of the system. Doubtless Jerome Dill's job is designed to bring people into the mainstream.

Government and Community Services gives Yvette Swan wider responsibilities and may be designed to make such things as Government Information Services, Management Services and Personnel Services more energetic and responsible since the Minister has a reputation for getting things done. It also leaves Dr. Swan with Community and Cultural Affairs where she has proven effective.

A similar thing has taken place with the appointment of Kim Young as a Minister Without Portfolio. We see her as the Premier's troubleshooter. She will take on special projects and be available to the Premier and the Cabinet to solve particular problems.

In most ministries, the "people factor'' has come to prominence. Notably at Health and Social Services which has been changed to Health sand Family Services. This follows the Premier's stated policy to place greater emphasis on those in need in Bermuda and to that end the Ministry now includes women's issues and housing.

The big surprise was the appointment of Maxwell Burgess to Home Affairs and Public Safety where he will have control of the security services, Police, fire and prisons as well as immigration and labour. It's a streamlined Ministry designed apparently to keep like with like. While Mr. Burgess' appointment was unexpected, it may well indicate that the Premier intends him to toughen up the ministry.

This was not just a Cabinet shuffle but a whole new approach to how the Cabinet works and a new approach to providing public service. Since it will take some while for these changes to become effective it is unlikely now that there will be a General Election any time before the late summer.
