Magistrate Archibald Warner refused to give Kenneth Eugene Richardson time to pay and told him: "Make some calls, I'm sure you can find it''.
Fining Richardson $500 for assaulting the officer and $500 for obstructing the course of justice, Mr. Warner said: "You will stop this nonsense''.
As he left Magistrates' Court, Richardson, 34, muttered: "F*** you motherf*****.'' Crown counsel Graveney Bannister said a motorcycle Police officer saw Richardson fail to stop at a junction at South Road, Warwick, on November 3.
Richardson, of Hillview Lane, started shouting "What do you want?'' when he was stopped. The officer told him about the offence and asked if he had a driver's licence.
He said Richardson said it was up the hill and rode up a Tribe Road, but the officer followed him and stopped him.
Richardson was spotted throwing something away and the officer told him he would be searched under the Misuse of Drugs Act.
Richardson, who has previous convictions for assaulting a Police officer, ran off and threw away a pipe, but the officer caught him after chasing him round several houses.
Mr. Bannister said Richardson tried to bite the officer on the ear and grabbed his genitals.
In the course of the struggle, they fell over a four feet high wall, but other officers arrived to arrest Richardson.
Richardson, 34, pleaded guilty to both charges.
