Forgesson, who missed last week's Marathon Derby, got back to winning ways by leading home the 85-strong field.
He finished the 5.1-mile course in 26 minutes, 59 seconds, just four seconds ahead of Kevin Tucker.
The leading pair were more than a minute ahead of Tracy Wright, who had to settle for third once again.
Wright finished in 28:07, with Neil De Ste. Croix (28:15) close behind him in fourth.
Jeremy Ball (28:47) rounded out the top five.
Anna Eatherley, who was runner-up to Sandra Mewett in the Marathon Derby, took female honours.
Eatherley, who finished 19th overall in a time of 31:55, was just two places ahead of women's runner-up Jane Christie (32:11).
Annette Booth (26th overall in 33:18) was the third woman home, with Jennifer Fisher (34:16) fourth.
