With the announcement that Curtis Dickinson resigned his Cabinet post came the obvious question: who will take his place?

Since the Progressive Labour Party returned to power in 2017, the Government has had two finance ministers.

Several legislators have held the role at a junior level.

David Burt, the Premier, not only took up the job of leading the Government and the country after the 2017 General Election win, but he also took charge of the country’s purse strings as Minister of Finance.

It was a remit he held until Mr Dickinson was sworn into the job in November 2018, after he entered Parliament in a by-election earlier that year.

The Premier now has responsibility for tourism in the Cabinet, so would he add finance as well?

Vance Campbell, a Progressive Labour Party MP, was appointed as a junior finance, public works and government reform minister in August 2017 when he was a senator.

He is now a backbencher in the House of Assembly.

The Bermuda Parliament website said that Mr Campbell has more than 25 years of experience as a certified public accountant.

Wayne Furbert, the Minister for the Cabinet Office, replaced Mr Campbell as the junior finance minister in October 2017.

The Parliament website said that Mr Furbert had "significant“ business experience.

It added: "He joined Price Waterhouse (accountancy firm) as an auditor.

“He worked as a supervisor in the accounts department of an insurance company and then managed a law firm as general manager and financial controller.

“In 1991 he qualified as a certified public accountant and a chartered accountant.”

Mr Burt said that Mr Furbert would continue as junior finance minister after Mr Dickinson’s appointment “to assist in the transition of the new minister and through the upcoming budget cycle”.

Mr Furbert replaced the late Walton Brown as the Cabinet Office minister in April 2019.

Arianna Hodgson, a PLP senator, is the junior finance minister now.

Parliament’s website said her university degree was in human resource management and she has experience as a management consultant.

It added: “Arianna is also a member of the Junior Economic Advisory Committee.”

Cabinet members are appointed by the Premier.

At least one must sit in the Upper House and no more than two can, but the finance minister must come from the ranks of MPs.

A replacement for Curtis Richardson, who resigned from the Upper House last month, has also still to be announced.

Crystal Caesar, another PLP House of Assembly backbencher, also has experience in financial affairs.

The Parliament website said that she graduated with a Bachelor of Business Administration in Accounting in 1996.

It added: “Ms Caesar holds a CPA designation and is currently employed as the financial controller at ASW Law Limited.

“She has worked as the international ledger supervisor in the international finance division of UPS headquarters in Atlanta, Georgia and in the insurance division of the Registrar of Companies, eventually moving to banking regulation at Bermuda Monetary Authority.”

The website said that she spent seven years working in credit finance and relationship management at an island bank.

Jache Adams, also a PLP backbencher, has been an adviser to the Minister of Finance.

The PLP website said: “Upon graduating, Jache found employment at Butterfield Bank in their management trainee programme.

“After completing the management trainee programme, he worked in corporate banking, having left as an assistant vice-president.

“Currently, he serves as an adviser to the Minister of Finance, manages real estate and recently founded a small local IT business.”

The Royal Gazette reported last week that Mr Adams had been appointed as chairman of the Bermuda Economic Development Corporation.

Dennis Lister III, another PLP backbencher, also has banking experience.

The Parliament website said that he studied business management and international studies at Oakwood College in Huntsville, Alabama.

It added: “He is currently employed at Butterfield Bank, where he has worked with various departments and has acquired a valuable wealth of knowledge of banking and finance.”
