Inefficiency at work

Dear Sir,
I guess the “anecdote” about the Office of the Tax Commissioner having “run out of envelopes” may have had some truth in it.
Land tax due date: September 28, 2022. Date of mailing of the land tax demand notice: October 20, 2022. Date of delivery by Bermuda Post Office in Warwick: October 25, 2022.
So the tax is a month overdue before the recipient receives the bill. No wonder this government has no money; it cannot even mail out notices for the funds it is due in a timely manner.
Is this where the phrase “good enough for government work” comes from? I shudder to think what the result would be if anyone ever does an efficiency study of our Civil Service “at work”.
