The Board queried the strength of the wall and whether the installation of boulders would be secure enough to prevent erosion from a storm surge. The technical officer assured members that the proposed method of installation was a recommendation of the Smith Warner Coastal Protection Report and Development Planning guidelines; confirming that this method has been utilised in other coastal locations including the airport to protect the shoreline from erosion. The Board expressed concern about the procedure for the installation of the boulders. The technical officer advised that the boulders would be placed on a bed of cement concrete slump and that a construction methodology plan as a condition of approval, would be required prior to issuance of a building permit. The Board also sought further information about the type of boulders to be used. The technical officer indicated that the Department of Conservation Services recommended that locally quarried boulders be used. This recommendation has been incorporated as a condition of approval.The Board resolved to approve the application as received.The Board RESOLVED:To approve the application, as received 8 August, 2012 and revised 23 April 2013, 7 August 2013 subject to the following condition(s):1. The development hereby permitted shall be begun before the expiration of 2 (two) years from the date of this permission.2. For the avoidance of doubt the consent hereby granted is for planning permission only. Prior to the commencement of building operations a separate application for a building permit must be made and approved.3. If during construction a previously undetected cave is discovered, the applicant shall cease all construction operations and immediately contact the Department of Planning to re-evaluate building options and agree on a suitable course of action. Construction operations shall not recommence until the approved option has been agreed in writing.4. A Construction Methodology Plan containing details of temporary construction access, delineation of any required staging and storage areas and the proposed mitigation measures, shall be submitted to the Department of Planning for review and approval prior to the submission of a building permit application.5. In the interests of visual amenity, the entire area subject of this application shall be landscaped in accordance with the hereby approved plans prior to the issuance of a Certificate of Completion and Occupancy. Any trees or shrubs shown on approved plans which are removed, which die or which become seriously diseased or damaged shall be replaced by trees and shrubs of similar size and species to those originally required to be planted.6. Adequate provision to the satisfaction of the Department shall be made during all phases of site preparation, construction and operation, to protect the coastline and marine environment from any activity which would have a damaging impact, such as the deposit of excess material or disposal of any waste.7. For the avoidance of doubt, in accordance with the hereby approved plans the stones to be used in the shoreline restoration shall be locally quarried.
