A new board of commissioners for the Regulatory Authority of Bermuda has been named, with three members remaining in place and two new ones added.

New members Cheryl-Ann Mapp and Francis Mussenden have been appointed until July 2026.

Ms Mapp is chair of the Bermuda Casino Gaming Commission and a long time lawyer specialising in regulatory compliance law.

Mr Mussenden is the retired president and CEO of BTC and former CEO of the BLDC.

They join the new chairman of the board, former general manager of Esso/Sol, Mark Fields, who has been in place for two years and who was serving as interim chairman.

Much like Mr Fields, commissioner Wayne Carey has been in place since 2021 and will serve until August 2024. Mr Carey is a long time civil servant, having retired as permanent secretary.

Michael Scott, a former attorney-general and Member of Parliament, is the fifth commissioner. Mr Scott was formerly the minister responsible for telecoms and is the chair of the Broadcast Commission.

The Government was accused of political interference in the RA with the appointment of Mr Scott.

His term on the board was listed on the RA’s website as August 8, 2022 to August 8, 2025.

The website states the RA's board of commissioners is responsible for deciding and issuing various regulatory decisions, consistent with its duties under the Electronic Communications Act 2011, the Electricity Act 2016 and the Submarine Communications Cables Act 2020.

The BOC is responsible for the governance of the RA and directs the chief executive and staff of the RA.
