Planning official slammed
that faecal matter was found in their water tank.
Senior Building Inspector Gerald Tuzo has been at the centre of controversy after tenants claimed that he rented them a mouse and insect-infested apartment.
But former tenants Shane Simmons and girlfriend Jennifer Lawrence said they were angrier than ever after the receiving the results of a Health Department bacteriolocal examination conducted at the residence before they moved out.
The water analysis indicates the existence of faecal contamination and advised the couple to clean and/or chlorinate the tank.
The Royal Gazette revealed last month that Mr. Tuzo's Devonshire residence had a dangerous -- and possibly illegal -- second-storey balcony with no railing.
Although Planning Director Brian Rowlinson recently informed The Royal Gazette that the railing was completed over the weekend of September 12, Mr. Simmons and Ms Lawrence are not convinced that justice has been done -- especially in light of the recent water analysis.
"I'm really disgusted at the position (Mr. Tuzo) put us in,'' said Ms Lawrence.
"Everyone's just rolling over and playing dead...what is Planning's position on this? "I'm not looking for the man to be fired, just reprimanded -- he needs to publicly apologise,'' she added.
Ms Lawrence blamed the conditions at the apartment for her infant son's respiratory problems, stating: "Forgetting all the rest of the junk that (Mr.
Tuzo) has done, he's made my child sick -- he's messed up my child's life.'' And the couple condemned Planning's lack of response to the incident, claiming that Planning Director Brian Rowlinson ignored their early cries for help.
"We invited Mr. Rowlinson to come out there in a letter we sent in the beginning of July,'' said Ms Lawrence.
"And we called continuously up until the point when The Royal Gazette published the article, but he never returned our calls.
"Although we didn't put Mr. Tuzo's name in the letter, we described the situation in detail -- and Mr. Rowlinson very much knew what was going on.'' Ms Lawrence faxed a copy of the letter to The Royal Gazette and the letter contains details about the decrepit apartment -- including descriptions about electrical fire hazards, mice, and walls turning "green, black brown and purple with mould''.
The letter also states that the landlord is a "Planning inspector'' and urges Mr. Rowlinson to view the apartment at his "earliest convenience''.
The couple states the urgency of the matter -- noting the fact that they recently had a baby -- and include two pager contact numbers.
But Mr. Rowlinson fired back, stating: "I always return phone calls.'' He admitted that he was sent a letter -- but claimed that it was anonymous and had no return address.
But at prompting from the reporter, Mr. Rowlinson recalled that the letter did have Ms Lawrence and Mr. Simmons' names attached.
And he stated: "I tried to call one pager number and it was out of order. The other number I called three or four times, but no one ever called me back.'' But he suggested that The Royal Gazette get Mr. Tuzo's side of the story, stating that the Department was becoming "unnecessarily embroiled'' in what was essentially a civil matter.
"This is a private matter between a landlord and a tenant -- and it has nothing to do with the Planning Department,'' he said.
In a letter Mr. Rowlinson sent to The Royal Gazette in reference to a September 3 editorial, he states: "Far from being the unresponsive, uncaring people your editorial accuses us of being, the staff of the Planning Department are hurt and angered by the way this incident has reflected on our integrity.'' "Nonetheless, I do not believe it would be right to resort to frontier justice, nor to deal with the staff of the Department by way of the front page of The Royal Gazette .''
