Govt lacks credibility over education reform: UBP
Shadow Education Minister Grant Gibbons believes Government does not have credibility when it comes to education reform.Dr Gibbons spoke out after the latest Ministry of Education shake-up. He said Government has made too many personnel changes since the critical Hopkins Report into the state of Bermuda’s education system in 2007 instead of focusing on implementing the recommendations.On Friday Minister of Education Dame Jennifer Smith announced former Education Commissioner Wendy McDonnell would now be the Commissioner with responsibility for Teaching and Learning. Permanent Secretary Warren Jones will be responsible for the day-to-day running of the Ministry.The press release said Dame Jennifer had reread the Hopkins Report, published in 2007, and was taking the first steps aimed to put teaching and learning at the forefront of the Ministry’s mission.Yesterday Dr Gibbons said: “At this point, everyone in Bermuda should have serious concerns about this Government’s ability to deliver education reform.“We don’t doubt their commitment, but this latest change in direction and personnel is but one of many that have occurred in the last four years since the Hopkins Report.“In revealing these recent changes Minister Smith announced this as ‘ the first steps aimed at putting teaching and learning at the forefront of the Ministry’s mission’.“If these were the first steps, then we have to ask what has the Ministry been doing for the past four years?“After all, Professor Hopkins’s number one recommendation was to “dramatically improve the quality of teaching.”In May 2007 Professor David Hopkins and his review team stated the Island’s education system was “on the brink of meltdown”.The report concluded: “There is a culture of low expectations and lacklustre teaching that only principals can address.”The Government then hired US expert Henry Johnson as a consultant in charge of implementing the recommendations in the Hopkins report. Mr Johnson left Bermuda in March 2009, three months before his contract expired. Mrs McDonnell was then appointed as Commissioner of Education.Since the Hopkins Report was released The Ministry has had three ministers Randy Horton, El James and now Dame Jennifer.Dr Gibbons said his party has repeatedly said teaching standards need to increase on the Island.“We need to get the best teachers, get the best out of our teachers and put some serious resources and money into professional development for teachers and principals,” he said. “Real change has to take place in the classroom.“We do not believe that the PLP government is uncommitted.“What is lacking here is not commitment, but lack of effective leadership and the willingness to take difficult political decisions to reform a broken system that resists change.“With a revolving door for Ministers, with endless, high-priced consultants and one plan after another, this Government has lost its credibility on education reform.”
