DAB critical of Wedco’s ‘disregard’ of process over new bus depot

The Development Application Board (DAB) has criticised Wedco for showing “complete disregard” for the Planning process regarding the Dockyard Bus Depot. In the minutes of the board’s March 30 meeting, board members said Wedco completed a Public Transportation Board (PTB) parking area on Pender Road before being given approval.A section of the minutes read: “The Board was particularly concerned that the applicants had shown a blatant disregard for the Planning process in completing the works prior to Planning permission being granted.”“The Board considered that as an extended arm of the Government, the applicant should be leading by example and respecting the Planning process that should be followed.”Wedco submitted the application for a fenced-in parking area for 36 PTB buses, along with a pre-fabricated restroom area, on November 19, 2008.In March of 2009, the Planning Department responded that they had no objections to the application, provided that the application is revised to include parking spaces for staff.A revised version of the plan, including 27 car spaces and 16 cycle spaces along with a reduced number of bus spaces was received on March 21 this year, more than two years after the revisions were requested. After discussion, the revised plan was given retroactive approval, with the technical officer’s recommendation. However, the board requested the Assistant Director write a strongly worded letter to the applicant regarding their concerns.A spokeswoman from the Ministry of Environment, Planning and Infrastructure Strategy said the error was the result of an agent hired to go between Wedco and Planning.“That agent did not fully complete their responsibilities,” the spokeswoman said. “The Bus Depot error was discovered because Wedco was carrying out an internal check on all projects after it was discovered that the change of use was not applied for.“When Wedco discovered that they did not have final approval, they requested their architect contact the Planning Department immediately, who then discovered this never received final approval.“Wedco has since addressed the matters that caused the misunderstandings and currently works within all Planning guidelines.”
