New RFP for Pembroke Canal maintenance published

The Ministry of Public Works has put out a new request for proposals for maintenance work on the Pembroke Canal, months after a previous RFP was issued.

The work centres on the equipment where the flood-prone canal empties into the sea at Mill Creek.

According to a notice published on the Government’s procurement website last week, the ministry was seeking a contractor to “perform cleaning, maintenance and improvements to the outfall structure at Pembroke Canal”.

The RFP, which has a submission deadline of November 7, mirrored one published in February, which had a submission deadline of March 14.

Documents included within both said that the contractor would be expected to remove and clean grating, a flap gate and hardware, replace equipment and pressure-wash interior surfaces of the outfall.

The project will also include improvements to the outfall, such as an extension of a trash screen panel and the installation of water level sticks at three locations.

The documents added that the contractor may also be required to make repairs to concrete at the site, depending on its condition.

“Lock and dewatering shall only commence with the canal at normal level, and a clear forecast for the expected duration of the works,” the RFP noted.

“In the event of heavy rains or storm where the bypass pump cannot keep up with the flow, the contractor shall promptly return the outfall to operation.

“The bypass pump shall remain in operation during this time to help reduce flood duration and return the canal to normal levels as quickly as possible.”
