Something fishy about court building costs

July 25, 2013Dear Sir,I refer to your article titled “Firing architect cost taxpayers over $4m”.Hmmm. There is something fishy here!Apparently, the Lois Browne-Evans Building cost $105 million ($79 million plus $26 million overrun according to then Minister Burgess).If it is, as published, 130,000 square feet, then the cost per square foot was $807.The Institute of Architects’ recommended fee scale suggests that the TOTAL architectural fees for the design, construction documentation, statutory approvals and construction administration phases and should have been around six percent (or $6.3 million).The construction administration phase would have represented roughly $1.6 million of the total fee, which seems to have been in line with the fee arrangement with CS&P based on the amount they were suing Government for.How is it that Government paid Conyers Associates $5 million to take over the final 20 months or so of the construction administration phase?Why were CS&P being pressured by W&E to certify sums beyond what they considered justified.Why did the contractors’ joint venture fall apart midway through the project?Something is definitely fishy here!Follow the money.G.
