A workable solution

Dear Sir,
“Inquisitive minds want to know”. Is it possible some of the government workers, (those who are unionised) are at this time obligated to “x” amount of weeks/months per year off from work for, “sick leave” with pay? Therefore wouldn’t it be possible for the “workers” to arrange with co-workers that may be on vacation to fill in while they take advantage of the obligated “x” amount of sick leave per year with pay and the person that fills in will be paid vacation pay plus “x” amount of dollars for coming in to fill the void?
