Concessionaire sought for Ocean View restaurant

The government is seeking a concessionaire for the food and beverage facility at the Ocean View Golf Course.

The board of trustees of the public golf courses, chaired by Kim Swan MP, has invited applications from those interested in running the bar and restaurant.

A request for proposal published on August 9 said the licensee would be given a five-year contract to operate the premises, commencing April 1, 2025, coinciding with the start of the Government’s next financial year.

The restaurant’s patio overlooks the first tee of the nine-hole golf course and the ocean on the North Shore. The bar and restaurant is popular with locals but is also part of the golf course experience as a tourism asset.

Police closed the venue in October 2021 and the restaurant remained closed before the present licensees, The Factory BDA, took over in 2022 after a previous RFP.

The business had an official grand opening last March but its licence is set to expire on March 31, 2025. There is no indication if it will seek to continue.

The terms and conditions for RFP submission prohibits liaison with the media.

It states: “The proposer or prospective licensee shall not discuss any aspect of their proposal with the press [being print, radio, social media or any other form of media].”

“The successful concession applicant must be approved by the board of trustees, who can renew the contract or provide six months notice to terminate it if the licensee is “in persistent breach of its obligations under the licence agreement”.

The facility on Barkers Hill includes a hall, kitchen, bar, restrooms, storage rooms and outdoor seating areas and “is available for the provision of restaurant services in its current condition”.

The licensee will be responsible for internal repairs and the board will be in charge of all exterior, roof and structural maintenance.

The restaurant and bar must be open during agreed business hours and at other times the board sees fit.

Interested persons have until noon on September 13 to submit questions about the proposal and all applications must be submitted by September 16, at which time the tender process will officially begin and the total number of applicants will be disclosed.
