The Government is to harness the power of artificial intelligence to improve government services.

A request for proposals has invited prospective proponents to submit proposals for “Partnering with the Government of Bermuda on Digital Transformation Activities”.

The RFP was issued by the Office of the Premier. The scope of the RFP includes three primary areas:

• Implementation of artificial intelligence to automate government processes and improve customer service interactions

• Enhancement of the unified payment platform to improve security, expand integrated services, and optimise the user experience

• Enhancement of the One-Stop Shop for Government Transactions, consolidating government services into a single, user-friendly portal

The RFP said: “The Government of Bermuda is committed to a comprehensive digital transformation agenda aimed at improving citizen engagement, streamlining service delivery, and driving greater efficiency across its departments.

“To achieve these objectives, we are focusing on several high priority projects that will leverage advanced digital technologies, improve data management, and simplify the public’s interaction with government services.

“In this regard, the Government of Bermuda is inviting qualified vendors to submit proposals for a strategic partnership to assist in advancing key initiatives that are part of our ongoing digital transformation efforts.

“Specifically, we seek to implement cutting-edge technologies to enhance public service delivery, improve operational efficiency, and streamline citizen interactions with the government.”

The Government said it is looking for vendors with a proven track record of delivering successful digital transformation projects, particularly in the public sector.

The term of the agreement with the successful bidder is to be for three years, with government having the option to extend the deal for up to an additional year.

The 31-page RFP sets out the particulars of the service offering.

The Government is calling for full integration of payment functionality into its “One Stop Shop” portal so that users can complete transactions – for example, paying for permits, licences, or fines – without being redirected to an external site.

The RFP said the portal would also allow for secure processing of payments (credit card, debit card, bank transfer) directly within the portal, showing real-time transaction confirmations and receipts.

It would also enable users to access their transaction history, including past payments, receipts, and pending dues, all within their account on the portal.

The RFP envisions AI-powered automation for key services such as permit applications and land title registrations. It said AI tools will handle form intake, data validation, approval routing, and status updates.

There would be automated notifications and document generation – for example, issuing permits or certifications once all criteria are met.

AI chatbots would be deployed on the portal to handle frequently asked questions, while an escalation system would be put in place where the chatbot transfers complex or unresolved queries to human customer service representatives.

According to the RFP, the anticipated execution of an agreement with the successful bidder was originally scheduled for January 3, but that date was pushed back until January 10.

The identity of the successful bidder is expected to be announced soon.
