Recipes from around the world

only some of the delights in store for you at this weekend's Culture Fest. If you can't make it try one of these recipes.

*** PAI-FAN Chinese Boiled Rice 1 cup of long-grained white rice 13 cups cold water RINSE the rice by pouring it into a heavy 2-quart saucepan, adding enough cold water to cover it completely and giving the rice thorough stir.

Drain the rice, add the 13 cups of fresh cold water and bring the rice to a boil over high heat. If you have any reason to think the rice you are using is spoiled -- and, therefore, very dry -- add another 1 cup of water.

Boil for 2 to 3 minutes, or until crater-like holes appear in the surface of the rice. Then cover the pan tightly, reduce the heat to low and cook for 20 minutes.

Turn off the heat but do not uncover the pan. Let the rice rest for 10 minutes. Now remove the cover and fluff the rice with chopsticks or a fork.

Serve the rice at once while it is still hot.

If the rice must wait, keep it in a covered heatproof serving bowl in a preheated 250 degree oven. To reheat any leftover rice, place it in a colander and set the colander into a 1 inch of water boiling in a large pot.

Cover the pot and steam for 5 to 10 minutes depending on how much rice you have.

*** BATATAS A' PORTUGUESA Portuguese Fried Potatoes 3 Tbsp butter 3 Tbsp olive oil 11 pounds new potatoes, peeled and sliced into 1 -inch-thick rounds 1 teaspoon salt Freshly ground black pepper 1 Tbsp finely chopped parsley IN a heavy 10 to 12 inch skillet, melt the butter in the olive oil over moderate heat. When the foam begins to subside, add the potatoes.

Turning them frequently with a metal spatula, cook for 15 minutes or until they are tender and golden brown. Season with salt and pepper, then transfer the potatoes to a heated bowl or platter and serve at once, sprinkled with parsley if you like.

*** CURRIED GREEN BANANAS OR PLANTAINS Preparation time: 5 minutes Cooking time : 35 minutes To serve: 4 to 5 You will need: 11 oz. butter 1 Tbsp curry powder Recipes from around the world 6 green bananas or plantains, peeled and sliced length ways 1 teaspoon of salt 1 teaspoon pepper 3 pint (US 2 cups) coconut milk 1 egg, lightly beaten HEAT the butter, fry the curry powder for 2 minutes, then add the banana or plantain slices and brown lightly.

Add salt and pepper and then the coconut milk, stirring with each addition.

Simmer over a low heat for 30 minutes, remove from heat and stir in the egg.

Serve with any rice dish or with plan boiled rice.

*** FRIED FLYING FISH Preparation time 5 minutes plus 5 hours marinating To serve 4-6 You will need: 6-8 flying fish, scaled and boned strained juice of 3 limes salt 1 teaspoon olive oil pepper CUT the boned strips into four strips. Place on a soup plate and sprinkle liberally with lime juice and salt.

Marinate fish for at least 5 hours in this mixture. Drain and dry. While fish is marinating, mix onion, thyme or marjoram and garlic with a teaspoon of salt and a 1 teaspoon of pepper.

Rub this into the fish, especially the grooves left after boning. Dip in egg, then dip in bread crumbs, or flour it preferred, fry on both sides in hot, shallow fat or oil.

The fillets should brown in 5 minutes. Serve with lime wedge.

*** COD FISH CAKES 1 lb. cooked codfish flaked 3 cups mashed potato 1 egg 1 tsp pepper 1 tsp seasoning salt 1 tsp thyme leaves 2 tbs chopped parsley 1 small onion chopped or grated cooking oil flour BEAT egg in a bowl. Add flaked codfish and mashed potato. Mix well. Add salt, pepper, thyme, onion, and parsley. Mix well.

Form mixture into patties. Dust with flour and fry until golden brown.

*** PEAS AND RICE 1 cup dried peas (black eye or kidney) 2 cups rice 4 strips bacon 1 small Portuguese sausage cut in pieces (optional) 1 tomato (chopped) 1 tsp thyme leaves 2 tsp salt 1 tsp pepper 1 tsp minced garlic 3 cup water SOAK peas or beans in water overnight. Boil peas or beans with garlic until peas are slightly tender.

Fry bacon until brown. Add onions and tomato. Add peas. Now add rice, sausage and remaining seasonings. Add 3 cups of boiling water. Simmer until all water has been absorbed.
