The Progressive Labour Party's final Throne Speech before the next election is called will be delivered tomorrow and Bermuda's bid to join Caricom expected to be high on the list.

The speech, to be read by Governor Sir John Vereker on the lawn in front of Cabinet Office, will outline legislative proposals for the year.

Bermuda's proposal to join Caricom, which was left over from last year's agenda, is one likely feature, as is Government's proposed Unemployment Insurance scheme, launched with $1 million seed money this year.

The Caricom debate was pulled at the last minute after it emerged that some PLP backbenchers were prepared to vote against the membership bid.

Government is also expected to announce legislative amendments to improve the enforcement of hazardous waste disposal laws and put some finishing touches on consumer protection legislation.

Regulations dealing with environmental protection are also expected to be on the 'to do' list. During the last session, clean air laws on the vehicle emissions were passed but the actual regulations are yet to be tabled.

And a series of laws to implement the Land Title Registration Project is also expected.

Many of the proposals, such as amendments to the Affiliation Act, the White Paper on Marine Resources and the Fishing Industry, will be left-overs from the last parliamentary session. And the unfinished business may also include changes which would bring Bermuda's laws in line with the UN Convention on the Elimination of Discrimination Against Women.

Government is expected to continue to implement the recommendations of the Serious Crimes Commission of Inquiry, with changes to the Police Act.

The British Government should, within the coming months, make its decisions on what should happen before the Boundaries Commission's electoral reform proposals take effect. Sir John will likely mention progress made to date in the speech.

It remains to be seen whether the PLP's platform pledge to introduce further democratisation by introducing universal suffrage in Corporation elections will feature in the Speech.
