Frustration over pace of legislation
Shadow House Leader has called for the drafting of laws to be contracted out after voicing frustration about bottlenecks in the system. He said since Parliament resumed this session the most significant piece of legislation had been to set up a committee to review politicians? pay.
Progressive Labour Party Whip said Government was concerned about the pace of legislation which he believed was due to short staffing in the Attorney General?s chambers. He said: ?We have a pretty full agenda, it is a matter of getting it properly organised and getting it before the House.?
Repeated emails from to Attorney General Larry Mussenden about the matter failed to elicit a response.
Mr. Barritt said it was time for Government to get a grip. He told : ?We should contract out the work and get law firms to do the necessary work.
?I have noticed over the years a disturbing trend as we approach the end of the session in July or August ? we seem to rush through major legislation. For some reason it all gets tabled in the last month. That is clearly not the basis we should operate.
?I would have thought that given that we have an eight-week recess at Christmas and ten weeks at Easter they could better plan the legislation and stagger it as it comes to the House.?
He said politicians needed time to examine bills thoroughly or else mistakes would be made. ?We have seen legislation come back to make an amendment to an amendment.?
