Parliament re-opens

Alex Scott's vision for Bermuda will begin to unfold today with the unveiling of the first Throne Speech since he became Premier in the summer.

Governor Sir John Vereker will read the Throne Speech to politicians outside Cabinet Office when the Progressive Labour Party will outline its legislative programme for the coming year after winning an historic second General Election victory in June.

In his speech to the PLP delegates conference this week, Mr. Scott said his party had to move beyond its preoccupation with race and nationality, and instead concentrate on uniting all on the Island.

Before the Throne Speech is read ? which will definitely take place under a tent on the Cabinet Office lawn even if the weather is bad ? MPs will gather in the House of Assembly to elect a new speaker and deputy speaker.

Ousted Premier Jennifer Smith is Government choice as deputy speaker with Stanley Lowe continuing as speaker, and barring a major upset, they will take these two positions.

Meanwhile, Community Affairs Minister Dale Butler would not disclose whether he will table today the memorandum of understanding with Cuba over cultural matters signed this summer.

He said previously he could not disclose it until it is presented to the House of Assembly.

When asked yesterday if he will be tabling the memorandum today, Mr. Butler said: "You will have to wait and see."
