Throne Speech: Training tied to work permits
Government will force some employers to take on Bermudian trainees in order to qualify for work permits under plans announced in today's Throne Speech.
That was one of the main planks in the Speech delivered by Governor Sir John Vereker this morning which focused heavily on education, Bermuda's youth, poverty and crime.
But in a move that may cross civil liberty barriers, the Governor also said organisations would have the right to determine whether potential employees have a record involving the abuse of seniors.
Government will also develop legislation that will prohibit 'certain behaviours' associated with gang activity in Bermuda and there will be a new drug treatment programme for both men and women.
Delivered amongst the usual pomp and ceremony, the ten-page speech that outlines Government's plans for the year lacked much policy detail.
But the stand-out line dealt with the employment of young Bermudians within the Island's companies.
Sir John said: "To enhance training and employment opportunties for Bermudians, the Government will require employers in some job categories to hire a minimum number of trainees or apprentices in order for that employer to qualify for work permits.''
The Speech, which was written by the new Dr. Ewart Brown Government but delivered by the Governor, also outlined new training schemes ranging from new technical courses, a fishing apprenticeship scheme and an agricultural programme.
At least 100 rentals homes in Ireland Island will be built and new rental means testing based on the total family income will be introduced.
