West End Development Corporation manager Ed Williams expects the dock, which was damaged by Hurricane Fabian, to be fully functional by mid-May.

"It's not the best atmosphere for visitors but we have signs up to 'excuse our progress'," Mr. Williams said.

The majority of the work has been carried out on the foreshore, but the hurricane damaged a lot of the infrastructure with damage to pipes and sewage system underneath the dock.

"We're not only repairing what was damaged but also making substantial changes so that we can be prepared in the future," Mr. Williams said.

The cruise terminal was also damaged and work is currently being carried out on the roof.

"There is a great deal of work taking place. But on a weekly basis it is getting substantially better," Mr. Williams said.
