Two officers in an unmarked Police car approached the vehicle and saw Joinville throw a white rock substance wrapped in a $20 note out of the window.
The Police found the object and asked Joinville what it was.
He said it was crack and he was going to celebrate with it.
Joinville was arrested and taken to Hamilton Police Station where he was formally charged with possession of cocaine.
Government analysis showed the substance to be .12 grams of 91 percent pure cocaine.
