Coalition: Report `a very good start'

Coalition spokesperson Sheelagh Cooper described the report as a "very good start''.
But she added: "Unfortunately the report is very narrow in its focus and fails to address the fundamental issue of causation.
"The report fails to look below the surface at the systemic, historical, cultural, social or economic issues which we know are inextricably linked to abuse.'' Ms Cooper welcomed some of the report's recommendations, particularly the call for mandatory reporting -- ensuring professionals alert the authorities when they suspect child abuse.
The suggestions for videotaped evidence in court by alleged child abuse victims and treatment of offenders were also applauded.
And she backed a "more sensible'' approach to testimony by children.
"The recommendations in these areas are very much in keeping with our concerns and aspirations.
"On the whole the report is a very good start -- there are very few recommendations which would not receive our wholehearted support.'' Ms Cooper, however, said the report was "very limited in scope''.
Underlying causes of abuse -- such as poverty, the lack of affordable housing and the role of the community -- had to be addressed.
Only then could "substantive'' changes be made to the overall safety of Bermuda's children, Ms Cooper added.
