Owner of the Sandys Parish cottage colony, Frascati Hotel Limited, had sent the plans to the Development Applications Board in August.
In April this year Cambridge Beaches was given DAB approval to convert a storeroom into a health spa.
No one from Frascati Hotel Limited could be reached for comment last night.
In another DAB decision last week, an application by a couple to build a two-storey house on a lot on Arrowroot Lane, Harrington Sound was turned down.
The DAB refused the May application on the grounds that it considered the site was only suitable for the development of a "small single-storey cottage''.
Mr. and Mrs. Terry Mahoney were also told their proposed development would have a "detrimental impact on the amenity of the area'' and "result in the destruction of existing natural features considered to be important to the environmental quality of the area''.
Butterfield and Company was given approval to build an additional warehouse freezer and offices at their Orange Valley, Devonshire site.
One of the conditions was that parking for 24 cars and 36 cycles must be made available.
