House to debate electronic business

Telecommunications Minister Renee Webb will open debate on the Electronic Commerce Act -- aimed at setting up a legal framework for computerised retailing.

The Act -- if passed -- will make electronic "signatures'' and documents legally binding documents in Bermuda.

And that is designed not only to boost Bermuda as a base for the potentially lucrative business, but to "promote public confidence in the validity, integrity and reliability of conducting transactions electronically and to promote the development of the legal and business infrastructure necessary to implement electronic transactions securely''.

But the Act steers clear of a heavy hand on regulation -- preferring a light touch and reliance on the burgeoning business to govern itself. Industry players will be left to draw up their own code of conduct -- although the Minister will have final approval.

Also on the agenda today is a bill dealing with the controversial issue of land tax increases -- to be presented by Minister of Finance Eugene Cox.
