Mr. Jeffers made his comments following the opening of CADET -- a special school at Warwick Camp run partly by Regiment staff.

Last night Mr. Jeffers said: "Although we hope that this venture is successful, we are of the opinion that the Government's attempt to deal with the issue of problem teenagers is only scratching the surface.

"The major flaw in the Government's programme is that it cannot deal with the negative home environment in which some young people are forced to live.

"The lessons learned by some students in the CADET programme during the school day could be negated by their living condition in the evenings, weekends and holidays.

"The NLP continues to advocate the setting up of a camp where young people at risk and those who have already landed on the wrong side of the law would have a good alternative. We envision this camp as being a place where young people would spend a period of time to get the educational, psychological and spiritual help they need to cope and to be productive citizens in the community.

"The Government has no cohesive plan to work on our youth problems. A good government reacts but a better government has a comprehensive plan of action.'' EDUCATION ED
