And she said she would open the school out of her love for children.

But the Planning Department received five objection letters from concerned neighbours.

The Board suggested the noise problem could be reduced if student enrolment was decreased.

But Ms Caesar said a school with less than 27 children would not be financially viable.

The Department said it was "not satisfied that the development of the nursery for 27 to 30 children will not be injurious to the environment of surrounding residential area by reason of the scale of operation and potential for noise generation''.
